TERMS OF REFERENCE – CITIZEN JOURNALISM TRAINING
1. About PAWA
PAWA INITIATIVE is a collaborative arts and culture hub whose vision is ‘Active Citizens Driving Change”. In order to realize its vision, PAWA works in partnership with artistes, awakening in them a deep socio – economic and political consciousness and empowering the artistes to connect their art to the pursuit of a better Kenya.
By harnessing the ‘active art’ produced by artistes and disseminating the same to the society, PAWA hopes to use the active art to ignite social consciousness among the citizens that will drive them (citizens) to be active in governance issues affecting them and ultimately cause the citizens to demand for positive change; in their families, communities and ultimately the Kenyan society at large.
PAWA has structured itself to achieve its vision of an active citizenry via the deployment of various programs including master classes for artistes, curation and production of various forms of artistic expressions, offering space and platforms for showcasing of the arts, networking the artistes with their peers, potential clients and engaging in lobbying and advocacy on issues of social justice.
2.Background of Sauti Jasiri project
PAWA is currently implementing a high impact integrated arts and advocacy project #SautiJasiri in the informal settlements of Mukuru, Kayole and Dandora. #SautiJasiri will focus on expanding the Human Rights space in the aforementioned settlements and is aimed at empowering the duty bearers (citizens) to know and demand for their rights from the right holders (Government Officials). The project will deploy Citizen Journalism, Public Interest Litigation and Artivism as the community engagement strategies to empower the communities and ultimately contribute to a shifting of the power balance from the right holders to the duty bearers.
#SautiJasiri project is designed to empower the community to acquire skills for citizen engagement, community organizing and initiate community actions aimed at addressing human rights violations prevalent in the target areas. One strategy through which the project hopes to empower the community to engage in advocacy is through a comprehensive training in Citizen Journalism. The project hopes to transform normal grassroots youth with a smart phone into sharp, objective and socially conscious journalists who can record, write and disseminate factual information on the go. The Citizen Journalism aims at equipping the trainee youths with journalistic/media skills that will enable them to become community advocates who will use the skills so learnt to document, share and disseminate information aimed at driving social change at the community level and in so doing contribute to a shift in power balance that will put the citizens at the center of shaping and telling their own stories. The training in Citizen Journalism will lay the stage of the next stage of project intervention aimed at accelerating community actions to claim their rights via various actions.
3. Objectives
The main objectives of the Citizen Journalism Training are:
1. To equip the TOT’s with technical skills in Journalism and how the same can be harnessed to catalyze social change.
2. To share and equip the TOT’s with practical skills in Citizen Journalism with regards to community mobilization for action.
3. To equip the TOT’s with the required journalism ethos, principles and standards
4. Deliverables
• A well written EOI with reference to part 3 above.
• Develop and share with PAWA a three-day training curriculum for delivery of the Citizen Journalism training.
• Compile and submit a comprehensive training report after delivery of the training. The report should also include the % of knowledge gain and the methods used to ascertain the same.
5.Reporting
In all matters pertaining this consultancy, the consultant will report to the Programs Manager PAWA254. And/or the Project Officer in charge of the Project should the manager not be available.
6.Timelines
The assignment should be completed within 10 days of contract signing including reporting preparation.
7.Consultancy Fees
The fees of this consultancy will be agreed between the two parties before commencement of the consultancy.
8.Consultant Profile
The successful consultant/firm must at the bare minimum, possess the following skills and experience:
• A degree in the fields of Mass Communication, Journalism, Social Sciences, Policy and Advocacy, Development Studies and any other related fields.
• Knowledge and experience in Media & Communication, Community Organizing and lobbying and advocating for social good.
• Knowledge and experience in working with organized groups and communities living in informal settlements of Nairobi.
• Excellent knowledge of the Human Rights situation in Kenya and particularly in
Nairobi’s informal settlements.
• Experience in data analysis, presentation methods and report writing.
• Good spoken and written communication skills in English, Kiswahili and Sheng.
9.Application Requirements
While preparing the EOI, applicants must include the following:
• A brief description of the consultancy firm or consultant and an outline of recent experience on assignments of a similar nature.
• A description of the methodology/curriculum to be employed, financial and technical proposals including work plan for performing the assignment.
• At least 2 references of similar assignments that the consulting firm or consultant has undertaken in the last 5 years.
NB: It is important to note that given the current situation where due to the Covid-19 pandemic, public gatherings have been banned, PAWA envisages a situation where this training will be conducted online. PAWA will provide the online platform where the successful firm/consultant will implement the training. The EOI must therefore take cognizance of this new reality.
